essentially battles.. And the average civilian has pretty much *no*
recourse for training for 'war', since all weapons, even for
conventional warfare, are on or near the 'banned' list.

The US has fought how many wars, including ones going on right now in Iraq and Afghanistan, without nukes? Where do you get this crap of restricting war to nuclear war?
Nuclear war, conventional war.. both wars.. and Nuclear war is what everyone is *avoiding* at all cost, since it can't be won by anyone.. too many players..

Conventional war is just that.. conventional, by the current-day non-nuclear weapons.. and you'll notice that even with all the high-tech, it ends up house-to-house..

Oh.. and all the training you state is useless for warfare is actually included in one form or another by virtually every modern military force in existence today. Wonder why...

Not really.. They train people to fight.. they make preparations for conventional war.. the only nuclear plans they have don't really concentrate on winning.. they concentrate on surviving.. All the plans, all the 'surgical strike', 'first strike', 'counter strike' stuff is making preparations to have a chance at surviving a nuclear war.

No high(ish) level military leader talks about "winning" a nuclear war.. At best, they hope they can pop one or two first, and *then* go right into a conventional war..
