Sure you can, but that isn't socialism. Socialism implies government
control over the economy. It is the opposite of free markets.
No, socialism does not imply _total_ state control of the economy.
That's communism. Socialism is providing government management of
social systems for the benefit of the poor and society as a whole.
Having social welfare systems does not mean can't have free markets.
Socialism IS state control. That's what it means. "Government
management of social systems" means the governent is managing it. In
other words it is not "free market". That isn't to say that you can't
see a "social systems" and "free market" existing in some sort of mix
side by side, but the more socialism there is in the mix, the less
"free market" there will be.
Sure, it's all a matter of extremes, but no one I know of, especially
not me, has been condoning total state control of the economy. Just
effective and comprehensive social assistance programs that will help
ensure that a large percentage of the population doesn't have to die
of malnutrition, or in their own feces on the sidewalk.
