I'll stipulate that a lot of houses have brick outer walls (or brick
veneer). Brick inners are unusual. Not "unheard of" but out of the
ordinary, for sure. I'm not too worried about nailing a neighbor. By
the time it gets anywhere near a neighbor's the odds of it hitting a human
sized target is pretty small. People in the next room, on the other hand,
are at much greater risk.

I prefer the 'burbs, or even country, personally.

I've heard of people tape recording dogs barking. Don't know if it's
effective or not.
