Blame does not have to make sense and the government is not very good
at anticipationg future needs.

Either that or human nature is not inherintly good. But that can't be
right so it must be drugs in the water.

Which is why the anti-Bush movement only blames him for things that are
bad.

The same thing happened during the LA riots in 92. IIRC it took five
days for the Guard to get set up. We all thought to ourselves 'Thank
goodness men with evil looking assault weapons have come to save us
from ourselves'. And with that life got back to normal.
