Assuming that the non-crossing ball was caught last, I'd say that'd count
as 20 catches of 9, just not all in the cascade pattern. IIRC, the IJA
numbers comp doesn't stipulate any specific pattern. I'm pretty sure that
if you got 18 catches of (a,a)(a,a)(a,a)(a,a)(a,0) that'd still count as a
qualify of 9. (Anyone able to confirm that?)
As an aside, do the IJA numbers rules say anything about the order that
the balls have to be caught in? Would b975300b975300 to a collect count
as a qualify of five balls? I know this is taking it to extremes, but I'm
sure there have been situations in the comps where some of the catches
have been out of order relative to the throws. How are they treated?

Yes, I believe that's how IJA numbers comps work. Pattern doesn't matter,
catching order doesn't matter, and I'd even guess that the part of body
doing the catching doesn't matter. What does matter is that the catches
are made before any drops hit the ground. There probably are also rules
for other stuff like no equipment for catching or multiplexes druing a
pattern.
