I would say that's a rather different thing. If you want to have it like
that, we have to start complaining that other people also exhaust
carbondioxide which you may come to breathe in, thus developing
carbonmonoxide which could kill you if you breathe that over again in
large enough quantities. We can't look at thing from an objective view,
because if we do it in this context, everything must be sterile. You will
need to wear something like a space suit all the time, constantly being
cleaned by micro robots so you won't be sweaty, you will need a constant
fueling of pure oxygen. It would also be good if one filtered out all the
light from the world around you so you didn't hear anything, and muted all
the sound. And so on. You wouldn't be able to eat anything but pure
vitamins, proteins, minerals and all that, and no more than your absolute
requirement... and... yeah. We have to draw the line somewhere.

Breathing is natural, and a must.
Cars are not, and are not.
Public transport is much better for us and the environment, as is
controlling the pollution from cars
(catalytic converters and so on). Also, not driving massive engined cars
and so on.

Besides, car drivers don't drive because they think it is cool. They drive
because they need to or because they are lazy. The lazy people should be
punished just like smokers that make non-smokers breathe the toxic fumes
from their cigarettes.

Most people buy cars with some inherent want for being cool, otherwise
they would drive the smallest,
slowest most economical car ever. Its built into advertising, and to some
extent, out civilization (mine
is better than yours!!!)

So: If you do something unnecessary that bothers someone for a reasonable
reason, you need to be punished, probably. If you are for instance smoking
but not bothering anyone, you don't need to be punished - although you are
already giving yourself a pretty rough time.

Devils advocate would point out that smoking harms everyone whether we are
around or not, as it
drains a considerable amount of resources from health systems/governments,
even if said government gains money from tax of said cigarette.
