I thinky you're misunderstanding. The DVD will be a valid DVD,
however, due to the multiplicity of problems with PAL/NTSC/SECAM
coupled with a number of set-top dvd players being terribly fussy
about playing DVD-R/DVD+R disks - It can't be garunteed to work
on every set-top DVD player and TV combination in the world.
However, it will (at the very least) be playable on a computer.
To produce a DVD which is garunteed to work on every DVD/TV
combination is not possible. The closest you can get is pressing
a run of "real" DVDs (rather than DVDR's) in NTSC/PAL/SECAM
formats, shipping the appropriate disk to the appropriate destinations,
and having some kind of returns system for the idiots who don't
know where they live... And that's all somewhat "cost prohibitive"
for a small project like this.

Don't buy it then. Sorted. One more copy available for someone who
"gets" it.
