Paws and hunting

Many of you have probably already heard about the bill, but in case
you have not here is some info and a way we can make a difference.
I will begin with some excerpts from Senator Santorum's (R-PA) media
release of May 26 as posted on his web site:
"Senator Santorum Introduces Legislation to Protect Pets
Legislation will help end puppy mill abuse"
The web site further states:
"PAWS calls for regulation of large commercial breeders who sell
directly to the public and does not affect hobby breeders or dog and
cat fanciers. The legislation would require a USDA license for
breeders who breed seven or more litters of dogs or cats per year.
In addition, this broad ranging legislation would cover importers,
Internet sellers and other non-breeder dealers who sell more than 25
dogs or cats per year, strengthen USDA's enforcement authority, and
assure USDA access to source records of persons who acquire dogs for
resale. Finally, PAWS expands the USDA's authority to seek
injunctions against unlicensed dog and cat dealers. "
What the Senator Santorum fails to mention is the actual language of
his bill which is as follows:
"The term ''dealer'' means any person who, in commerce, for
compensation or profit, delivers for transportation, or transports,
except as a carrier, buys, or sells, or negotiates the purchase or
sale of,
(1) any dog or other animal whether alive or dead for research,
teaching, exhibition, or use as a pet, or
(2) any dog for hunting, security, or breeding purposes, or
(3) any dog imported from outside the United States, unless the dog
is imported by the person for the use and enjoyment of the person,
except that this term does not include-
(I) a retail pet store except such store which sells any animals to
a research facility, an exhibitor, or a dealer, "
Again in case you missed it, from (2) it reads:
"The term ''dealer'' means any person who buys, or sells any dog for
hunting, security, or breeding purposes"
So while pandering to PETA and HSUS we have now been lumped into a
category with "puppy mills" because our dogs can be used for hunting
purposes. The bill in not specific to numbers of dogs bred or
litters if the dogs are used for hunting. How many of you want to
be subject to USDA license and inspection of your facilities at
random. Also, the media release states "assure USDA access to
source records" what this means is they are going to have access to
AKC registrations. There are members of the AKC who are in
agreement with this bill.

several senator's chiefs of staff in opposition to the bill.

I called Senator Santorums office and voiced my concern over the
bill and opposition to it. I also called several other members of
the committee including Senator Saxby Chandliss R-GA who is the
chair of the committee. I also called Senator Blanche Lincoln D-AR
who is on the committee and informed them of ABC's national events
and contributions to their state. Another senator is Mark Pryor D-
AR, although not on the Agriculture committee. I informed Senator
Pryor's office of the bill, opposition to it, etc... All of the
offices that I called took name and address. I was told that
letters could be e-mail (which I had already done), faxed or mailed
to the office.
I also mailed a letter to the NRA-ILA which is the legislative
committee for the National Rifle Association. I asked that they get
involved in this bill as it will impact a significant portion of
their membership. I asked that they post a link on either their ILA

I am hoping that these will reach the NRA membership as well. This
bill is very similar to gun control bills. Who will register? The
law abiding citizens. Who will be penalized, not puppy mills, but
the people who abide by the law.
We need to be loud and vocal because PETA and HSUS are, and this is
their way of regulating dog breeding and specifically those that
are "(2) any dog for hunting, security, or breeding purposes, or".
