You didn't state what model of rifle. Some barrels are much easier to
change and fit than others depending on their design.
The cheapest approach is probably to sell the complete 7mm-08 rifle and
use the money to buy an equivalent quality used 308 rifle. That way you
don't pay for the labor and skill of a gunsmith who knows what they're
doing. You might even come out a few dollars ahead.
To change barrels I've spent as little as $30 buying a take off barrel
on ebay and fitting it myself, converting a Win 70 22-250 into a 308
Heavy Varminter, to as much as $600 to send a Rem 700 7mm Mag action to
Hart to have a custom match 7mm STW barrel fitted. Both rifles shoot
quite well.
Another choice is to keep your 7mm-08 and learn to handload. Then you
can have 7mm-08 ammo for less than $13.50/20 and have have superior
performance at the same time.
