Yes, it can be safe it you go slowly and don't ram the decapping pin into the primer,
regardless of its position in the case. I have made several priming mistakes and have
successfully deprimed all of them using this method.
Dispose of the primer in a safe fashion as well. I had been saving all of my live, but
hosed up primers and then smashing them with a hammer. I have since decided that
this method "probably" wasn't the most well thought out means of disposal.
So now I just toss them into my burn barrel and they all go off as I burn all of
my paper trash in a singular attempt to ward off the next, and inevitable, ice age.
The Global Warming crowd is going to be very embarrassed when we are snow
skiing in Texas. And soon. Maybe.
