Why have you not been reading all the valid responses to your question?
Extra ammo is carried if the threat still exists after the original
loads in the gun are used.
The seatbelt analogy is poor, there are backups to the seat belt like
airbags and you are unlikely to be in a succession of collisions, one
right after the other. In a gunfight against multiple attackers,
misses or ineffective hits can easily mean your pistol is empty before
the threat is gone.
This isn't complicated, what about it do you not understand?
