It depends upon the state.
Some states have onerous restrictions on carrying weapons (locked in a
box in the trunk with the ammunition locked in a separate box, and so
forth) that people get a carry permit to avoid that.
In Texas it is completely legal to carry weapons to a range, and as of
this year it is legal to have handguns in the passenger compartment of
your vehicle. Our license is also among the more difficult and
expensive to acquire. I have never heard of someone getting a Texas
license just to avoid problems when going to the range.
