Maryland Ammo Shipment Question

A friend of mine was recently cruising the web looking for some
inexpensive 9mm ammo. To his surprise the supplier he was looking at
had a notation that they could not ship to Montgomery County, Maryland.
Is this correct? When did this happen? Why didn't we get the memo?
