You really can't "work up" any load in a shotgun without some form of
pressure gun. And I don't figure you're going to get enough pattern
at 50 yards with large shot out of that 28 gauge to make hits anything
but luck. But, BPI has some oddball stuff, you might be able to find
some load data you can get from them, they've certainly got the wads
and shot. Another source would be Precision Reloading, they've got a
shotshell manual with similar oddball loads, titled From Blanks To
Supersonics. Hope you like the bismuth, last I looked it was headed
towards the $100 mark for 7-8 lbs. Haven't seen any Hevishot for sale
outside loaded rounds.
