There IS something to be said for knowing that you have a limited supply
of shots.
It tends to concentrate the mind.

Well, "was" would more be the word these days.
Anymore, almost all cops - at least in my area - carry Glocks, usually
chambered in .40 S&W.

The data were gathered using statistics from police action shootings in
which only one shot was taken or only one shot struck.

It depends on the bullet manufacture.
Depending on whether the bullet penetrates into vital organ depth,
disintegration may not necessarily be a bad thing.
It would create multiple wound channels, much as Glasers do.
I know for a fact that Speer Gold Dots hang together remarkably well,
not unlike the vaunted Nosler Partition.
I have shot several different makes of bullets, including Hornady XTP
and the Gold Dot into tree limbs.
When I dug out the XTPs and others, they always had severe core/jacket
separations, with the core usually being shattered as well.
The Gold Dots still have the jacket attached, almost as if it were
welded to the core, and the bullets are classic mushrooms, with little
or no core loss.
Very impressive.

Well, yes, using a .22 is going to show little or no hydrostatic shock
damage.
Do the math.
You are getting 112 fpe with that particular load.
Now, consider that most full power 125 grain .357 magnum loads are
moving out at roughly 1400 fps, generating 544 fpe.

Not unless said cops are not using revolvers and instead have loaded
their .357 ammo into Marlin 1894 lever action RIFLES!
