you are legally required to report the sale, loss, theft or
destruction of any firearm to the police department within the
mandatory reporting window. There's no reason why you shouldn't cut it
up yourself, but unless you can prove it by exhibiting the bits, they
are unlikely to believe you, and you would be storing up trouble for
yourself. Deactivation, as distinct from destruction; again there's no
reason why you shouldn't do it yourself, if you have the necessary
machining abilities, but you would still have to trundle down to the
proof house and get it certified, and if they refuse a certificate
because it doesn't meet the standard, then you've got more trouble and
expense to get it put right.
