Golden Sabers may be "designed" to do so, but that does not
necessarily mean they will. Independent testing using the
IWBA denim protocol has found that most GS loads do not
resist clogging well and as a result fail to expand properly
(the 147gr GS works OK). This has been well documented on
tacticalforums and firearmstactical.

If you throw in a 2" 38 barrel with any manufacturer's
product, the results are erratic, whether with denim testing
or bare gel. When .38 JHP is shot from a 2", if it expands,
it under-penetrates. Of any JHP available, the Gold Dot 135
grain short barrel load will probably work the best.
Otherwise, a standard pressure wadcutter is the most
reliable from a .38 snubbie.
