You need more power than a .22 Mag for humane kills, even at close
range. Read this page if you haven't already seen it - it has just
about everything you need to know:

I think an accurate bolt action .223 rifle would be ideal for a
beginner - you can get ammo in bulk at reasonable cost and you
wouldn't need to handload for the short distances you typically hunt.

I don't think "quiet" and humane kills go together.... you need
supersonic velocity for sure and that will be loud regardless of
caliber.
