What specific statute forbids this? If there is any, I doubt it would
hold up in court. It amounts to prior restraint on publication- a
constitutional no-no.

The information is on the license. How could the state deny access to

You bet, about 200 year's worth.

There are very few instances in which courts will limit the 1st
Amendment freedom of the press. Prior restraint of publication is
essentially unheard of in the US.

About the only allowable instance of prior restraint, involves child
pronography and it is based on the principle that kiddie-porn requires
the commisssion of a crime, sexual assault on a minor.
