Buying or stealing them from the Israelis is the most likely answer.
They are also smuggled in. Every now and then the Jerusalem Post will
run a story about somebody getting nailed trying to sell a load of ammo
or supplies stolen from the IDF to the Palestinian militias. It's a
wonder that somebody hasn't sold them something more potent than small
arms.
