Please define "medium to long range."
This is the most important part of your problem.
Reliable hits at longer ranges costs more money.
The money (and skill!) curve gets quite steep beyond 600 yards.
The scope will be just about the most critical, and expensive, part of the
setup.
For $1,000, you could almost buy the scope if you want to hit 24" targets
reliably beyond 1,000 yards assuming very expert wind doping skills, proper
caliber and load workup, etc).
If you bring the target in closer than 800 yards, and don't care about the
probability of misses, you could probably put something together for around
$1,500 total based on a 700, with a long "bull" barrel, with bolt trueing
work, and an inferior scope.
