My $0.02 worth (although not really scientific):
Since shooting at a 90 degree angle (straight up) results in a return
to earth at Vv, and 0 degrees (parallel to the ground) will result in a
return greater than Vv, and the closer you get to 90 degrees the closer
the return to earth is equal to Vv.
Then, the "minimum elevation of the rifle to insure that the forward
velocity of the bullet, Vh, is no greater than (close to) Vv when it
hits the ground" would be 89.9999999999999 (with the 9 repeating)
degrees.
Since the Vv return rate requires that the upward velocity is equal to
zero before starting the return trip, the only way to achieve this is
to fire straight up (i.e., affected only be the force of gravity less
any wind resistance).
At any lesser angle, you will have retained velocity in addition to
(the force of gravity less any wind resistance).
