It depends. If the short action you have is intended for the 308 Win
family of cartridges, the action length will probably be OK, but the
bolt face and feeding rails will need work.
You could build a 30-06 length action to fit a 300 WSM, but that would
defeat the entire purpose of the cartridge - to fit long action
ballistics in a short action.
