Odd problem? I don't think so. That type of problem can be found with
other types of rifles. Either the cartridge fits too tightly to the
chamber wall or the locking recesses are holding the locking lugs too
tightly when a cartridge is chambered. I used to have the same problem
with an un-issued milsurp bolt-action rifle that I acquired. The rifle
has matching serial numbers on the receiver, barrel and bolt. I fixed it
simply forcing a slightly oversized wire chamber brush into it and
turning it very slowly for about five minutes. After doing that I was
able to unlock a loaded chamber and extract the cartridge very smoothly
and easily simply by operating the bolt in the normal manner. BTW, this
rifle shoots great. I get very tight groups right in the center of the
bullseye. No sight adjustments required when I took it to the range to
zero it. It is a Russian made Mosin-Nagant type 44 carbine.

What do you mean by the phrase "shotgun it"?
