TECH: CRT slow to "warm up"

I have an older WG crt in a cabinet, which, doesnt "turn on" (ie. show
video) until a few seconds after it is turned on, probably around 10 seconds
or so.. full colors not until maybe a minute after its on. The longer the
better (to a point of course).

Typically, what does this mean? What does replacing the electrolytic
capacitors do? Whats the responsibility of the flyback? I googled yes,
but, not finding the answers in a big bird style format (ie. straight to the
point).
