My first priority is to get it fixed. So far, I discovered the power
supply produces no DC output at all. No +5, -5, or +12. 120V is there
at the input of the power supply. I removed the main boards before I
tested the power supply. The voltages marked on the power supply are
the same as PC power supply voltages. Has anybody successfully
replaced a video game power supply with a PC supply? I have a bunch of
those lying around.


Sure, so long as the current capacity of all the outputs is adequate, and most of the time they will be. Just connect the right voltages to where they should go.

Also, I can't find the model number of the monitor. There are "clean
spots" on the chassis where there may have been a model number
sticker. I'm pretty sure it's a Wells Gardner. Right now, it gets
120V, but there is no neck glow, flyback transformer whine, or static
across the face of the tube. Do these monitors switch on only when
there is a video signal?


No, something is wrong with the monitor. Check the usual suspects, fuse, input rectifier, B+ regulator, horizontal output transistor (HOT), solder joints in the power supply and horizontal scan area. Start by checking for B+ at the HOT collector, should be around 130-180V depending on the monitor. The CRT heater and other circuits in the monitor are powered by windings on the flyback transformer so if the horizontal scan circuit is not running, the monitor will appear pretty much dead.
