You mean the one where you switch an existing filter cap with one
on the neck board? If so, that should help with this (seen a lot
on Pac-Man). He might also consider replacing the big blue to
make sure he is not getting any extra ripple.

Isn't that what the modification detailed with the G07 cap kits fixes? Did you try tweaking the H-freq pot?
