When you have no picture on the display, the beam current is zero.
Unplug the edge connector from the game board so that the monitor is
receiving power but not video, and then adjust away.

For future reference here is what I found:
I tried to adjust the voltage to 14.5KV with beam at zero at the
anode. I could only get around 10KV tops.
So I put in my spare HV cage only to find the voltage at around 10KV
as well. Both had some minor blooming going on so I ripped another HV
cage out of my working BZ and tested the voltage and it read 14.5KV.
Now this got me a little curious so I robbed the HV diode out of the
one reading 14.5KV and stuck it in one of the ones that read 10KV and
the voltage immediately went back up to 14.5KV... So what I'm getting
at is if you can't get get your voltage to adjust up to the proper
14.5KV it would seem this could be another indicator that your HV
diode is toast assuming your HV board has been rebuilt and no other
problems exhist.
