Tron Cocktail: Diagnosing failure to post

Hey all,
I'm hoping somebody with experience could advise: I have a Tron Cocktail that *was* working a short while ago. I needed
to remove the PCB and decided to blow out the dust. After re-installing the PCB, the machine fails to post. I've checked all
of the connections (ribbon cables on the PCB, loose connections, etc.)
The monitor is "on" (black, although clearly glowing).
The external fan is spinning
...but the Lamps that illuminate the control panels are NOT lit.
I'm not sure if the PCB needs to be connected in order for the lamps to be lit -- or if it's a clue that something else has gone
wrong during my shuffling of things.
Any advise would be fantastic.
