are you testing in circuit or out of circuit? if it's in circuit it
might be reading low because if ther'es an alternate path between your
DMM probes the resistance will be lowered.
also is there an "error tolerance" listed on the POT in question?

the pots are turned all the way up. Is it typical to be that much off
the listed rating for a pot? The device works fine, I'm just curious
about the inaccurate reading.
