Sounds like the watchdog might be barking. Remove, clean, reseat all
socketed chips. Double and triple check all voltages to your DRAMs. I
find they like to run a bit hot. Try swapping out the Pokey with a
known-good one. Also those old sockets Atari used were garbage.
BTW I work on these if you find you need help. I also have a tested/
working one for sale $120 shipped in the US.
