Those are some crazy values-
6VDC could be enough to kill some logic components (but not certainly).
The 9VAC would damage chips down the line.
Check again. The 6VDC sounds like you're getting some rectification (and filtering), but the 9VAC is probably more than was supplied to the regulator input.

I am working on a Spy Hunter that will not turn on. On the power
chassis, on both +5 terminals I get about 6 volts DC, but when I
switch over to the AC setting on my meter, I get 9 volts. I was told
that I should show no AC voltage and if I measured any more than .1
volts it was due to an AC ripple. I was also told that this was
probably due to the two large filter caps going bad. 9 volts seems
more like a wave than a ripple!
Is this correct? If so, what are some suitable replacements for
these? I think they are 100,000 and 55,000 MFD. I am unsure of the
voltage rating of these, and need to pull the chassis to determine
this. I just wanted to make sure I wasn't going in the wrong
direction before doing so.
I recently sent all of the boards, including the power supply board,
but not the chassis out for testing. The power supply board tested
OK, and the main PCB had some audio input issues so it was swapped out
for a tested unit.
