EDOT Fluorescent board or Squawk repair?

I'm wondering if anyone out there knows of any common failure points or has
any ways to test out the Flashing Fluorescent PCB on a Discs of Tron
environmental?
All my rear art fluorescent lights come on...but the floor blacklights and
the control panel/above monitor lights just sit in the 'almost ready to
light' position. Pulling the cable on the Flashing Fluorescent PCB usually
makes them all light up, or if it doesn't, reconnecting it and disconnecting
it momentarily sometimes will trigger them to come on.
I replaced the relays on the relay board, and that didn't seem to change
anything..the self test doesn't make them click or anything. Just sort of
puzzling.
The board that controls the two light displays with the 10 194 bulbs works
fine...that cycles...so it's at least one 'EDOT' feature that's on the right
track...meanwhile, the speech doesn't work either...even though the
front/rear surround sound and gameplay all seems to work just fine! :) I
don't get garbled speech when i push the test button on the squawk
board..just flashes and silence....
