First, I'd look for any possible dirt/debris that could be intermittently
shorting some traces or pins together. Is the board clean? Try washing it
and drying it.
Also trim off any and all long leads on the solder side of the board;
perhaps one pin is folded over and is making intermittent contact with
something it shouldn't.
Try using and X/Y component tester on the board with the power off and see
if you're getting any weird signatures in that circuit.
