TECH: DigDug troubles...

I have 2 DigDugs. One works, the other doesn't. I also have an extra
board, for a total of three. The 3rd board I bought off eBay,
advertised as working.
I've tried all boards in both machines. The good board works fine in
both. The other 2 boards work in neither.
The ebay "working" board gives me a static screen full of digdug
characters and text as soon as power is applied. This appears to be
100% repeatable.
The 2nd non-working board would come up and start the self test, and
sometimes say RAM OK, ROM3 BAD. Sometimes it would say ROM4 or ROM5,
but more commonly ROM3. I replaced the ROM3 from the ebay "working"
board and it made no change. This board appeared to be somewhat flaky,
as sometimes it would appear to boot completely but the game wouldn't
work quite right, sometimes it wouldn't even do the self test. I
checked continuity on every pin of every socketed chip, and cleaned up
the board as needed, but it still appeared to be flaky. Now it no
longer seems to ever get to the self test, as least not visually. Now
as soon as power is applied it show various digdug characters and text
all over the screen, and the pattern changes every second or sooner and
repeats itself after about 5 flashes. It appears similar to the self
test, except the screen no longer has anything legible on it.
The 5V is like 4.89 or something very close. The -29 is closer to -20,
but I don't think that matters, and the 10.3 is closer to 12, but I
don't think that matters either. On the working board the 10.3 is
closer to 12 too, but the -29 is much closer (maybe -28). I gather the
-29 is only for the hi-score save(?).
Does anyone have any idea what to try next?
