Sounds like your measuring that HOT correctly. If your getting 0 pretty much
however you look at it then the thing is bad. You could also put your meter
on auto range resistance and check it that way. Between the two outside legs
you might get a low reading (no where near 0) but that would just be the
internal dampening diode. Readings to the center leg from either outside leg
should be pretty high.
And yes, bad caps could cause the monitor not to fire up. What your hearing
is the power supply coming on then shutting down because of the overcurrent
protection thats kicking in because of the bad HOT...
