Usually when you put one of the caps in backwards you end up popping
the cap. Sounds like you have a bad critical safety cap(s). Or a bad
regulator. Pin 1 to 3 should show open on the regulator. There are 3
rectangular caps on the circuit board located by the H out transistor.
Lift one lead and measure them with an ohm meter.
The H out might be shorted also. You will have to remove it from the
circuit to test.
