I bought a Pocket Programmer II from: http://xtronics.com/ I also
bought one of their erasers for $55 bucks. It supports everything I
need for early vids right up to late model pins with the exception of
color and sound PROMs. Their website has a list of supported devices.
One thing to consider is the interface with your computer, the Pocket
Programmer II uses a parallel port. Some other programmers require
either an ISA or PCI slot which your system may not have available.
Their website has links covering everything to the story behind the
nursery rhyme "Jack and Jill" to basic quantum physics.
