It means something in the degaussing circuit isn't working right.
I don't have shcematics for your monitor in front of me, but the key
part in any degaussing circuit is the thermistor. It allows current to
flow through the degaussing coil when you first cut the monitor on (and
it is cold), it quickly warms up and greatly increases its resistance,
thus reducing the current flowing thru the degaussing coil. Sometimes
there's also a diode or two, a resistor, and a capacitor to make the
circuit a little bit fancier.
Just leave the degaussing coil unplugged. If the picture ever needs
degaussing, plug it back in until it clears up, them unplug again...
