It seems to me that playing Seduction and declaring the
target of Whispers from the Dead are in the same window.
You're wrong.
You play Whispers of the Dead. You fully announce the effects of the
card, but this is not announcing the action. That's a separate step.
At this point, someone else can (for example) play Direct Intervention -
which happens after the effects of the card have been chosen.
Only after the DI window has passed do you play Seduction, when you
announce the action.
1) Play card. Choose effects of card.
2) DI window.
3) Announce action.
