Are you sure? It seems to me that playing Seduction and declaring the
target of Whispers from the Dead are in the same window. Choosing the
order of effects in a timing window has traditionally been up to the
active Methuselah.

how can you choose the seduction for the WftD when you haven't even played the WftD card out of your hand yet, let alone any other cards?
1. You announce "whispers from the dead (at whatever level you're playing it) to get [card X] out of my ash heap"
2. You play the card WftD from your hand.
3. Replace WftD.
4. "...while I Seduce [vampire Y]"
5. Play Seduction.
6. Replace Seduction.
1 and 2 often happen simultaneously. But they are both still definitely before 3 or 4 or 5. (4 and 5 often being stuck together, too). And your Seduction isn't in your ash heap until _after_ step 5! Waaay too late to name it as a target for the WftD.
Just like you can't play a Minion Tap, draw to replace, see that your next card is a Voter Cap, and then say, "well, the Minion Tap is for 10 then on Arika!".
You have to play your MT and declare everything about it "Umm...Arika for 6...". Then you replace it "Voter cap?! Damn!".
