How to change the default character colors...and how to view <2 of 4> etc

From the guidebook:

"videocolors
Set the color palette for PC systems using NO_TERMS (default
4-2-6-1-5-3-15-12-10-14-9-13-11, (PC NetHack only). The order
of colors is red, green, brown, blue, magenta, cyan,
bright.white, bright.red, bright.green, yellow, bright.blue,
bright.magenta, and bright.cyan. Cannot be set with the `O'
command."

So, since my old eyes are having trouble seeing the dark blue color against the black background, I'm guessing that the "blue" color (or "1" on the numeric list) is the setting I want to change. I see that 0, 7-9, and 16+ are not on the list. I'm guessing that 0 and 16 are probably white and black (or black and white)...so what are those other three colors?

"You can safely add any of these options to your config file..."

Hmm, I don't seem to have a "config" file.

"The default name of the configuration file varies on different
operating systems, but NETHACKOPTIONS can also be set to the
full name of a file you want to use (possibly preceded by an '@')."

Okay, now this is starting to make my head swim. I tell NetHack where to look for the config file by setting the "NETHACKOPTIONS" variable...which is in the config file...which NetHack doesn't know is there until I tell it where to look...how does that work?

Okay, here's a less annoying question (maybe): In the [O]ptions menu or when I pull up a list of items to [d]rop, it shows that it's listing <1 of 4> or <1 of 2>. Now, if I'm using [i]nventory I can just hit [Enter] to see the next page (<2 of 3> etc), but that doesn't seem to work for other commands. So, is there another way to view those additional pages? (I'm hoping to find the "NETHACKOPTIONS" variable on one of the other pages of [O]ptions, but I can't view them to check at the moment.)
