That's exactly my point - wishing is overpowered and spoils games.

except Marvin, Rast, pudding farmers, and fanatical polypilers can

Your proposed transition from "wishing" to "categorised Acquirement" is
tinkering around the edges while totally ignoring the incontinent
elephant in the middle of the room.

Or maybe the notion of "category" needs to be extended a bit...

What about wishing for "magic resistance" and getting either GDSM or cloak or an artifact granting MR ?
And after wishing for both MR and reflection, you might end up with two set of scales and that won't be that useful even if far from useless.
