Anyway, I've been having some trouble getting it set up properly.
It works fine when I run dgamelaunch directly (as root), but when I
run it through telnet, problems arise... upon telnetting to the
server, I get this message:

in.telnetd: invalid option -- q
Usage: telnetd [-debug port] [-D (options|report|exercise|netdata|
ptydata)] [-h] [-L login_program] [-n]

My telnet configuration line in /etc/inetd.conf is the following:
telnet stream tcp nowait root.root /usr/sbin/tcpd
/usr/sbin/in.telnetd -h -L /usr/sbin/dgamelaunch -q -f
/etc/dgamelaunch.conf

Try it without the " -q -f /etc/dgamelaunch.conf" -part.
Dgamelaunch should work just fine without any command-line options,
as long as you compiled it with the correct conf file location,
and the conf file actually exists in that place.

Ok, I'm making some progress now. (Thanks a bunch!) I did compile with
the correct location for the conf file, and the file does indeed
exist. Now when I telnet in, it says "cannot change root directory:
Operation not permitted". Any suggestions? (The chroot jail is in the
correct location.)

Under what users are you running the server and the telnet? Also what
directory (and dir permissions) are you running both under?
