Not really; once you've hit the Sanctum, Archons are generated if you're
anything above about XL 3 or so (I can't remember the exact number).
Keeping your XL low isn't really an advantage.

When going deep into Gehennom, yes. But when I'm still clearing out the
Castle/the Valley, I find it preferable for the really nasty monsters
not to be a possibility.
