Aha, that's interesting. Then I am tempted to say that MC seems to be especially important in the very early game where you become an easy victim of were-foo's when you not yet have found a cloak. In the later game you'll have at least these dwarven and orcish cloaks which are as effective as invisibility or displacement in this respect. That might be the reason why the "concept MC" is nowhere explained in the game.
Unless you generally wear leather cloaks, mummy wrappings, alchemy smocks, or no cloak at all, you've had at least MC 2.
Then I have to admit that I _always_ have a MC of at least 2 since I wear every cloak I find but usually never those you mention above. What I find specifically surprising is that the ordinary dwarvish and orcish cloaks have a MC of 2; I didn't expected that.
I do agree with what I think might be your larger point: that perfectly optimal equipment is not necessary for ascension. One of my early ascensions was in Orange DSM, because that's what I came across and I decided not to use a wish to get something better; I've also ascended without reflection, which many people consider a must.
I had several games where I have no good cloak until Gehennom. Though until the ascension is completed one has at least the robe of the high priest of moloch. I inspected my NAO ascensions and found me wearing mostly the same type of cloak...
