He probably ran into a level teleport trap. In this case, he could be
anywhere in the gnomish mines, either above or below you.

Throw it at him.You could drop it on the floor and let him pick it up,
but I don't think he will associate the food with you if you do that,
so it's better to throw.

Yes, you can throw anything (subject to strength/ weight/ certain other
obvious restrictions).
Just hit "t" for throw and then the inventory letter of the item you
want to chuck. When the game prompts you for an item to throw, you can
select * to get a full inventory list.

You don't. Enlightnment can give you an idea of what range your luck is
in, but there's no way to look up the exact number. That said, it is
possible to know what your luck is by tracking it manually from a known
starting point (either game start or maxed out)

No, the shopkeep will just stand there forever in his empty shop,
chiming his cash register and cursing shoplifters. The only way for the
shop to become restocked is for you to sell him something, or for a
pet/monster to drop something in there.
