But level 1 wizards can't cast it yet; not reliably until level 5 or so,
perhaps earlier if you can practice divination with light or detect

Seconded on all counts. (anyway, a cornuthaum is more stylish, but let's
not go *there*)

Yes. You're guaranteed at least four more wishes at the Castle. Anyway,
there's no need to spend your whole wand of wishing now; you can charge
it when it's empty and keep the rest for when you turn out to need/want
something. You don't have to guess now what you're likely to need later.

Which a W doesn't need to fear anyway on account of magic resistance.

If you're going that route, yes (I don't, on principle). But do watch out
what weapons you wish for: you can't ever become better than Unskilled in
long sword, for instance, unless you're crowned, and it's a bit early for
that.
