Because Crawl is where you'll land after playing all (or most of) the
other roguelikes, anyway. And when this happens you will know why...

No, it's rather a matter of seasons. DoomRL e.g. has its seasons, too.
Every once in a while a new one pops up, will be discussed here and,
after some time, vanish again. I'll leave it to your own why Crawl seems
so persistant.
But let me warn you: if you never played a roguelike, do yourself a
favour and don't let it be your first one. You will be shocked. Think of
smoking: your first cigarette better shouldn't be a cigar. ;-)
