First, I would check the switches on the W relay. There is one switch
that needs to be closed when the relay is NOT pulled in, if this
switch is not making good contact, the replay button will go dead. If
that isn't it, there are only two other things that could be out of
whack such that the replay button won't work, but the coin switches
will:

1. As already mentioned, if the zero switch on the replay unit isn't
making good solid contact whenever there are credits, the replay
button will go dead.

2. The replay button is locked out when the ball count unit is in the
fully reset (zero) position. There is a switch on the ball count unit
that is supposed to be closed whenever the ball count unit has stepped
up from the zero position. If this switch isn't making good contact,
then the replay button will go dead. However, the ball count switch
gets overridden by a switch on the hold (R) relay. The R relay switch
ensures that you can start a new game if the machine has been tilted
while the ball count unit is at the zero position. If tilting the
game doesn't re-enable the replay button, then either both the ball-
count and the R relay switches are out of whack, or the problem is the
W relay switch.

If all of the above check out OK but the button still goes dead, then
you likely have a more subtle circuit fault somewhere (broken solder
joint, bad connector, etc) but I would check the above first!
